Reaction to ENVI Committee’s adoption to the Packaging and Packaging Waste Regulation

Virginia Janssens, Managing Director of Plastics Europe, said:

“Plastics Europe welcomes the ENVI Committee’s adoption of the Packaging and Packaging Waste Regulation (PPWR), which is critical to accelerating the transition of the European plastics system to circularity and net zero. We now call for the final adoption by the Plenary.

Throughout the legislative process, Plastics Europe has constantly advocated for ambitious and realistic recycled content targets and supported redesign and reuse when followed by the right enabling framework for a viable and sustainable plastics system. However, data from our latest ‘Plastics – the fast Facts’ confirms a worrying decline in EU competitiveness, threatening the circular plastics transition.

This is why the prompt adoption and implementation of the PPWR is critical. While we may not agree with every aspect of the final text, it will provide much-needed clarity and stability for European businesses—essential for the swift development and rollout of the secondary legislation, harmonised standards, and guidance documents foreseen under the Regulation. Without such regulatory certainty, the ability of the European plastics industry to innovate and achieve its ambitious objectives will be further undermined.”
