{"id":3169,"date":"2024-12-03T13:53:55","date_gmt":"2024-12-03T13:53:55","guid":{"rendered":"https:\/\/plasticseurope.org\/nl\/?p=3169"},"modified":"2024-12-16T18:42:12","modified_gmt":"2024-12-16T18:42:12","slug":"samen-bouwen-aan-circulair-plastic-akkoord","status":"publish","type":"post","link":"https:\/\/plasticseurope.org\/nl\/2024\/12\/03\/samen-bouwen-aan-circulair-plastic-akkoord\/","title":{"rendered":"Samen bouwen aan circulair plastic akkoord"},"content":{"rendered":"\n<p class=\"has-large-font-size\">(<em>English below<\/em>)<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>In een gezamenlijke petitie roepen de Federatie Nederlandse Rubber\u2013 en Kunststofindustrie (NRK), Plastics Europe, Vereniging Afvalbedrijven (VA), Koninklijke Vereniging van de Nederlandse Chemische Industrie (VNCI) en VNO-NCW het kabinet op om het ingezette beleid voor plastic te herzien.<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Den Haag, 3 december 2024<\/em> \u2013 Er moet in Nederland en in Europa meer gebruikt plastic worden ingezet in nieuwe producten. De huidige aanpak schiet tekort en verzwakt onze kunststofketen, waardoor groene groei, circulaire doelen en meer autonomie niet gehaald worden. Daarom hebben partijen in de plasticketen zich verenigd en roepen zij het kabinet op: help ons om plastic circulair te maken.<\/p>\n\n\n\n<p>De Nederlandse plastic productie-, verwerkings- en recyclingsector verkeert in zwaar weer: hoewel de consumptie van plastic stijgt, daalt de productie van plastic en gaan veel recyclingbedrijven failliet. De markt voor circulair plastic kan niet concurreren met goedkoop, nieuw plastic uit China en de Verenigde Staten. Het is tekenend dat sinds 2006 het marktaandeel van Europa in de wereldwijde productie van plastics bijna is gehalveerd, van 22 naar 12 procent<sup data-fn=\"4679e251-8c6c-47cb-86f9-7482942aa103\" class=\"fn\"><a id=\"4679e251-8c6c-47cb-86f9-7482942aa103-link\" href=\"#4679e251-8c6c-47cb-86f9-7482942aa103\">1<\/a><\/sup>. Dat terwijl de ambities hoog zijn om investeringen in circulair plastic mogelijk te maken en zo \u2018groene groei\u2019 te realiseren.<\/p>\n\n\n\n<p>In een gezamenlijke petitie roepen de Federatie Nederlandse Rubber\u2013 en Kunststofindustrie (NRK), Plastics Europe, Vereniging Afvalbedrijven (VA), Koninklijke Vereniging van de Nederlandse Chemische Industrie (VNCI) en VNO-NCW op om het ingezette beleid te herzien. De huidige aanpak &#8211; met nationale koppen zoals een plastic normering en heffing- dreigt de plasticketen verder te verzwakken, met een krimp van tot wel 40 procent van onze plastic maakbedrijven<sup data-fn=\"0517d98d-eec7-484a-8ee7-864b3e031cc4\" class=\"fn\"><a id=\"0517d98d-eec7-484a-8ee7-864b3e031cc4-link\" href=\"#0517d98d-eec7-484a-8ee7-864b3e031cc4\">2<\/a><\/sup>. Bovendien worden belemmeringen voor investeringen niet snel genoeg opgelost. De ondertekenaars vragen om een integrale aanpak, in de vorm van een gezamenlijk Circulair Plastic Akkoord met alle betrokken ministeries en de spelers in de keten.<\/p>\n\n\n\n<p><strong>Wat vragen we?<\/strong><\/p>\n\n\n\n<p>De basis voor een duurzame plasticketen ligt in Europa en in Europees productbeleid. Daar moeten de afspraken worden gemaakt over het toepassen van in Europa geproduceerd circulair plastic. Door dit goed te regelen in de Clean Industrial Deal voorkomen we de verdere toename van import uit bijvoorbeeld China, en zorgen we voor een Europese marktvraag naar circulaire producten. Het aandeel circulair plastic in verpakkingen, bouwonderdelen en automotive wordt dan steeds groter. In Nederland kunnen we ondertussen de randvoorwaarden cre\u00ebren om meer grondstoffen uit afval beschikbaar te krijgen, vergunningverlening rond \u2018einde afval\u2019 te versnellen en nieuwe recyclingtechnologie\u00ebn te stimuleren.<\/p>\n\n\n\n<p><strong>Nederlandse plasticketen in goede positie voor \u2018groene groei\u2019<\/strong><\/p>\n\n\n\n<p>Mede dankzij de plasticindustrie speelt ons land een vooraanstaande rol in materiaalonderzoek en procestechnologie. Ook op het gebied van inzamelen en recyclen van plastic afval horen onze ondernemingen tot de koplopers in Europa. De plastic industrie staat in de startblokken om miljarden te investeren in innovatie en technologie voor circulair produceren, sorteren, recyclen en verwerken van ingezameld plastic. Hulp is n\u00fa nodig om die investeringen hier in Nederland te laten vallen. Als we daarin slagen, kunnen we zorgen voor een versnelling van de circulaire samenleving, een forse CO2-reductie in Nederland \u00e9n versterken van onze strategische autonomie. Effecten op milieu en economie<\/a><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Den Haag, 3 December 2024<\/em> &#8211; More recycled plastics must be used in new products, in the Netherlands and Europe The current approach is inadequate and weakens the plastics supply chain. As a result, the objectives for green growth, circularity targets and greater autonomy will not be met. For this reason, actors in the plastics supply chain have joined forces and ask the Dutch government to: help us make plastic production and use circular.<br><\/p>\n\n\n\n<p>Businesses manufacturing, processing and recycling plastics in the Netherlands are going through a difficult period: although the plastics consumption is increasing, plastics production is falling and many recycling businesses are facing bankruptcy. Circular plastics cannot compete with cheap virgin plastics from China and the United States. The numbers are clear: since 2006 the market share of Europe in global plastics production has almost halved, from 22% to 12%1. Yet, there are great ambitions to facilitate investments in circular plastics, to create green economic growth.<\/p>\n\n\n\n<p>In a joint petition to the Dutch parliament the Dutch Federation of the Rubber and Plastics Industry(NRK), Plastics Europe, the Dutch Waste Management Association, he Royal Association of the Dutch Chemical Industry (VNCI) and the VNO-NCW Dutch Confederation of Industry and Employers ask for<br>a change to the current policies. The current approach, with national additions to EU requirements such as plastics standards and levies, is likely to further weaken the plastics supply chain, and our plastics manufacturing businesses might shrink by as much as 40%2.Additionally, obstacles to investments are not solved quickly enough. The signatories emphasise the need for an integrated approach. This can take the form of a joint Circular Plastics Agreement involving all relevant ministries and plastics industry actors.<br><\/p>\n\n\n\n<p><strong>What do we want?<\/strong><br>The EU and its product policies can provide a basis for a sustainable plastics production chain. We need agreements about the use of circular plastics produced in Europe. By incorporating this in the Clean Industrial Deal we can prevent further growth of imports from China and other countries, and create a demand for circular products in Europe. As a result, the proportion of circular plastics in packaging and construction and automotive components will increase. In the meantime, in the Netherlands we can create conditions to make more waste-derived resources available, speed up the issue of end-of-waste status certificates, and encourage new recycling technology.<br><br><strong>The Dutch plastics production chain &#8211; well-placed for green growth <\/strong><\/p>\n\n\n\n<p>Partly due to the plastics industry the Netherlands has a prominent position in materials research and process engineering. Dutch companies are also in the lead in Europe in terms of the collection and recycling of plastics waste. The plastics industry is ready to invest billions in innovation and technology for circular production, sorting, recycling and processing of the collected plastics. What they need now is help, to ensure those investments are indeed made in the Netherlands. Then we can make society circular more quickly, significantly reduce CO2 emissions in the Netherlands, and strengthen our strategic autonomy.
